Start by removing anyone whose released work sits in a genre far from yours. Puzzle experience does not transfer to real-time multiplayer, and a studio that has never shipped a live economy will learn on your budget.

From the remainder, ask each for one reference project and the name of the person who would run your account day to day. The answer separates companies that will staff you properly from ones that will assign whoever is free that month.

Then compare two things only: how quickly each can put a playable build in your hands, and what happens to the team after launch. Everything else in a proposal is negotiable; those two decide whether the project survives its first content update.
